Does anyone know what dept handles non-performing assets, and how to purchase them? ???

There are a bunch, but for a start you can find a whole list of asset managers for First American at this site: http://www.firstamreo.com/contactus.asp

I’ve met a number of these asset managers and they do deal in non-performing asset all over the United States.

Now if you’re a serious buyer of bulk non-performers, I’d suggest you contact Chris McCormick directly. His contact info should be somewhere on the page (link) I’ve provided.
