Consider a more proactive approach to getting answers for your questions. They are very easily answered with a minimal amount of effort on your part, assuming you know how to use google.
www.HUD.gov - I even did the hard work for you.
HUD does not provide loans. You would have to contact a broker or a banker to get the actual loan. You could purchase the property from HUD though.

Are you purchasing a primary res or an investment prop?
Do you know your credit scores?
What is the purchase price?
Are you putting any money down? If so, how much?
