What liens survive a foreclosure (besides state and federal liens)?

Any contractor or sub-contractor liens! Any service provider liens like power, gas or water / sewer! An HOA (Home Owner Association) lien!

Normally a lender will have to cure (Pay) these liens through title / escrow when they sell an REO so you recieve the property free and clear with title insurance!

So any liens that are still attached up to just before the tax sale can simply be looked up in the public records of the county right?

there are some specific lien which survive regardless of the property is foreclosed due to lien or mortgage, are include lien and judgment of govt. entity which has the power to levy property or its owner.

Property Tax liens are always number 1

It depends on location. Different states, different laws. All the way down to the county sometimes. Example, in Cleveland a water bill (with city water) does not pass on to a new owner.
