What is a value added buyer?

Can anyone explain what a value added buyer is and what they are looking for in a commercial real estate deal?
Would a buyers investment criteria would change depending on if the deal involved an office or apartment building.

A value added buyer is an invertor(s) that are looking for properties that they can purchase and then quickly add value via rehab, renovations, rent increases, etc. And that is what they are looking for in a real estate deal. Essentially I would hope that we’re all value added buyers. Buy on the cheap, invest capital into the building(s), raise rental income therefore adding value to the building and your portfolio.
