What does a Forfeiture on a Property Mean?

What does it mean when there is a forfeiture on the county recorder of deeds history of a property? Someone is telling my family member that they can rent a house for a really good price per month, but I want to make sure that this is legitimate for them. I want to make sure they actually own the house they are trying to rent out. Unless they bought it recently, I also see that the real estate tax bill was being sent to the Veterans Admin department loan division(It was abbreviated as VARO LN DIV)address.

Here are the items leading up to and including the forfeiture:

2005 - Forfeiture from attorney who specializes in bank foreclosures/real estate to Y, a person. (This is the last transaction)
1999 - Warranty deed from Veterans Admin to Banker’s trust.
1997 - Release of mortgage from mortgage company to X, a person.
1997 - Warranty deed from X, a person to Sec. of Veteran’s Affairs.
