Now I went thru a foreclosure with my home, I had an hardship and etc. Now when I had first purchase the property I had replaced all the windows now being that I am not in the property should I still have to pay for the windows? or should the bank take over the payment since it was an improvement?

You executed the contract for the windows…You pay.
Bank has nothing to do with the repair costs you incurred.
You are already the one in charged for it. If probably you have waited for the bank to replace those windows for you then it might be their expense yet. But you can still ask for the bank if they still have a cover on that window at all.
