I would think that the tenant is legally responsible for the cost of repairing the wall.

The bigger question is who is the tenant gonna send the ambulance chasing lawyer after to “try” to make a huge negligence claim for the amputated leg? The housing authority claiming it was a slip and fall or the doctor for malpractice? Not saying she has a legitimate case here, but you know those damn newbie contingency lawyers that’ll try anything to squeeze some money out of the insurance company and raise everybody’s premiums.
