I know of 100’s of vacant properties in my city. They fall into three catagories after checking with appraisal district: 1. Owned by individual at that address (who has moved to ???.) 2. Owned by out-of -towner, 3. Owned by bank.

you will need to skip trace the owner. go to www.merlindata.com but you must have a corp or llc to use their service.
contact the bank and ask for the loss mitigation department or the department that deals with “non-performing” assets. then tell them you want to buy the property located at xxx from them, all cash, close in 7-10 days, no contingencies. they will work it out with you.
