use $60,000 payed off Land Parcel use as down payment on house

It's called cross collaterolization and yes some banks may consider taking a 1st TD as down payment, however on a $60k property they are only likely to except the land as about $20k to $25k of down payment so maybe you could use the land for the down payment on a $100k property!
