Your purchase price, rehab cost's and carrying cost's / overhead cost's should not exceed 65 or 70% of FMV / ARV.
In order to even consider a property it should have good foundation and framing! It should not have environmental problems, asbestos, mercury, lead, ground water or water table problems and should be in a safe location and better to be outside a flood plain if possible!
