Title Insurance for tax properties

A friend of mine has a property that he purchased for taxes several years ago (in St. Louis, Missouri. He went through all of the necessary legal steps and even had his attorney file a quiet title suit. He is trying to refinance the property now and a few title companies do not want to insure title.

They think it may be a chance that some heir could make a claim within the next 30 years (I am not making this up!), but the purpose of the quiet title suit was to give anyone a chance to make a claim. I think it is just ignorance on their part. I told my friend to find other people who have purchased tax properties in Missouri and ask what title companies they have dealt with when they obtained financing.

Does anyone know any title companies that will insure title to a property that was purchased for taxes?

There MUST be something holding up title. There should NOT be any reason or problem insuring that place.
