Can you do a home equity loan immediately after doing a rate/term refinance in Texas. I know you cannot do more than 1 cash out per year but does that mean the rate/term does not count then since it is not a cash out?

There is no seasoning on cashouts. The rule regarding one cashout per annum is only for OO.
