Call evert county tax assessors office you can find and ask them to fax you a rules and regulations pamphlet on their policies and proceedures for tax liens.
You need to determine the state you want to work in. As campbellgroup stated, go to the tax assesors/treasurers site to read up on the rules. A lot of times you can buy over the counter, or go to a tax lien/sale auction. Each state is different. for exmaple florida i think is 16% and arizona is 18%, iowa is 24%. Once you select a lien, you will need to do your own due diligence to resaeach the proerpty tax you are going to pay off
