Anyone have an estimate on what it would cost to submeter a 30 site mobile home park that sits on 2 acres?

I have been thinking about this the last couple of days, it is kind of a loaded question as there are a lot of variables that go into doing this.
First thing is whether power currently comes in underground or from an overhead source?
If from overhead do you end up placing a meter can on the side of a trailer, re-wiring the run from the pole to a new weather head, running power down into the can and then running conduit back to the original weather head and back to the interior panel box?
If power comes in underground is there enough slack to place a meter can in the conduit run from the ground to the panel? Would you have to run new conduit to an outside wall, place a meter can and run conduit back to the original penetration into the mobile home from below?
The next thing is I think building code will require you to install a sub-meter can that has a disconnect in it to disconnect power in the event of an emergency?
Third issue is the current amperage of the run? And will new building code require you to replace the size of the main power feed? This is probable a problem if the property was built and wired prior to building inspections and modern building codes?
If you don’t touch anything your property is grandfathered to the way it was built in the year it was built, however if you touch something or change something you are now responsible to upgrade to todays building codes!
Now there are a lot of variables here, but I would suspect you end up spending between $1,000 and $2,500 a unit. This is just for power but does not include whether your local building department makes you upgrade panel boxes too?
This is highly variable as you did not indicate the year original electrical was built and installed and you did not say whether it comes in overhead or underground? You also did not say what the feed amperage is to each unit?
You did not say what the current feed wire size is in relation to the feed amperage and distance?
