When attempting to make a sub 2 aquisition is it proper to make an offer before getting the auth to release loan info form and should this be notarized and should this be part of due dillegence

I would make the offer first and then get the letter from the sellers. No need for the letter if they will not take your offer. You could get the letter if you meet them to get the offer signed or at some other meeting. It is part of the due diligence as well as checking out the inspection of the property etc.
