Should i tell the reo agent that i am going to buy this house, add someone else on the contract and title, and then also quit claim after the closing? Should i tell them all of that? or should i even ask them if i am allowed to do all of this?

Is the REO agent your agent as well as an agent for the bank? My guess is just the bank. I would suggest finding a buyers agent. One that understands REI (real estate investing) and go from there. A buyers agent works for you and gets paid out of the proceeds of the sale. You don’t pay them. So to answer you question, no, you don’t need to tell the REO agent if they do not represent you.
