Rehab or Flip???

I just looked at a SF home, a hud repo, its 4 bdrm/1 bth, cosmetically neglected, needs new roof, painting throughout, wood floors (neglected), they want 36,000. Probably would need 20 to rehab - it’s in a great location, location, location. I had our agent do a comp in that area with same sq footage. Came up with one for 69,900. It is right across from the High School, 3 blocks from a middle school, and 4 blocks from elementary. Two blocks from library. I’d like to bid on it but is it better to look at flipping this to someone who wants to rehab it, or fix it up and sell for $72,000? Any help is appreciated. Bids close tonight at midnight. Thanks
