Refi a sub/2 with cash out?

Ok finance pro’s. I’m thinking it’s not possible, but I just acquired a sub/2 property in excellent shape. $114,000 mortgage- will appraise at about $135,000. Can you refi a sub/2 property with no seasoning and take cash out? I doubt it but just thought I’d ask.

Yes…There are conditions.

And the appraised value has to be justified and explained.
