Water, sewer and trash are basic health code requirements to own and operate multi-family apartment properties.
Rents are as per market rate range and water, sewer and trash are paid as part of expenses (50 / 50 rule) so when you buy an apartment property market rents are inclusive of basic service.
Now electrical, gas, cable and internet should be metered and individually paid by the tenants!
