Quick Tax Lien sale question

I deleted my original message because no one responded, so I thought I either worded it wrong or it was too long and boring.

Here is the quick question. In some tax liens sales, the Tax Collector allows a certain period of time for the winning bidder to pay. At an sale I attended, the winning bidders had till 3:00PM or the collector would hold another sale for all unpaid bids. Is it legal for the orginal deadbeat high bidder be able to bid in the second auction? It just doesn’t seem right to me.
