Question on HUD bids

On the HUD webpage of completed bids, there are 2 numbers, the bid amount, and the net to HUD.
Does that mean that the bid is what the bidder offered, and the net to HUD is what they get minus closing costs (or whatever was in the bid that HUD would pay)?

Or is this the bid/counter offer that was accepted?

The bid is the actual bid amount and the net is the net to HUD. You were right the first time. Net = bid price - any closing cost - RE commision. HUD allows up to 5% in CC and 5% for RE commision. HUD only looks at 1 figure - THE NET!
