question about making this offer

Hello I’m a newbie and my question is i have a property I’m about to make an offer on. It’s a probate property and the property has some liens on it because the owner was a hoarder and after he pass the city went out and cleaned the property up some and sent the property a bill.

Should I be considering these liens when putting in my offer or let the seller worry about this out of their money at closing.

This is going to be a all cash quick closing deal. I think the total is about 10k that they owe the city.

 Provided the amount of the liens are not higher than the sale price an escrow / title company will subtract from purchase price and pay all liens to clear title and issue title insurance which comes out of sellers gross proceeds and reduces sellers net at close of escrow / title!
