Do you have to be a licensed agent to manage a property for a client?

In most states, yes.

I don’t understand, if you are just collecting rent from tenants, and accepting phone calls from tenants on behalf of the landlord then why would you have to be licensed, it sounds like fee for service work. Are there any non-licensed property managers out there?

The Realtors are numerous and a powerful lobbying group. They have a strangle-hold on most state legislatures. The states make the laws/rules…it may not be the case in the state where you are.
