Please help with possible deal

I had a lady call me that inherited 4 acres with a 2 bed 1 bath house on it that she rented out for $400 mo. The house recently burnt and she had no insurance on it, she showed me estimates for 35k that it would cost to repair the damage, which she doesn’t have…After researching a little this property is very close to a nice older upscale neighborhood, not in the sub division, but very close, lots in that area (actually down in the sub division run about 20-25k per ac.) this 4 ac tract is right beside the entrance to it, I do not care about the house per say, but think it would be a great investment just for the land…

She is in need to sell and asked me to make her an offer, I asked her what she wanted out of it and she said she didn’t know, so should I make a offer or get her to tell me what she wants? what can I do to get her to throw somw numbers out first?
