Obtaining home owners phone numbers?

I know how to look up addresses online at property appraiser sites. But once i know the owners full name how can i get their phone number?

The white pages?
What other ways are there for finding their phone numbers?
Does cold calling a home owner tick them off? Its too intrusive?

I would think if their property is distressed, they know its distressed, and its no huge surprise real estate people go out of their way to track their number down like that

Remember the US "Do Not Call List" as you can not violate the law and it's hard to find a scrubbed local lists as nationwide is common!
