There are tons of lenders that can help you with this type of loan. It would help immensly if you provided more information though. How long have you had the property? Do you want cash-out,etc…
Refinancing a noo in Texas is no different than refinancing anywhere else.
You will find some brokers who tell you 80% is the max but that is not true.
The lenders that we do business with all impose their own restrictions on TX loans so indeed some of them have cut the ltv limits leaving only a handful that do not.
What exactly are you looking for LTV wise as well as we need additional info to be able to help you.
