I live in a mobile home park, Ridge Acres in Edmonds, WA. The owner of the park is Victoria Ellen King. She lives in Vancouver, BC. However, she frequently forgets to pay the water bill and the garbage bill so the tenants have to pay it to get service renewed. Does anyone know where she can be located in Vancouver? This is getting desparate! We all pay our space rents on time. Garbage and water is included in the space rents but we end up paying so the services aren’t discontinued and we have an awful getting our money back! These bills can be quite high by the time they get to the turn off point - some $2500!

Hi there…wow. that’s a drag! Go to the county assessor and see where they send the tax bill. Send her a bill and if she doesn’t answer, then have your attorney read your lease and see if you have ability to do a set-off and if your state statutes in WV will support that.

Since I don't drink, I think WA means Washington State.
Have a collective meeting with all of your fellow tenants, present the facts and gain concensus that the terms and conditions of your space rental must be upheld.
Retain an attorney. You may be able to get one through a non profit or one who does “Pro Bono”. Explain the situation and create a rental holding account through the attorney who will recieve all of the parks rents and impound them as he files a tenants / landlord suit.
In the declaration to the court the attorney will outline the facts and the attorney can probable petition the court to create a trustee (reciever) to handle the paid rents against bills under judges court order while the case is heard in court.
The law say’s you must pay your rent, but in a situation of “Breach of Contract” as long as the holding account is paid, the court recognizes your desire and will be able to plainly see the hardship incurred when the utilities, insurance and property taxes are not paid.
This should settle the situation and believe me this lady will come running out of Canada when she does not get her rents but instead recieves a summons to court.
