Were you interested in Wholesaling? If you’re sure that there are not a lot of end buyers for homes where you are, you might want to work on buying properties, maybe one per year and hold them as rentals.

If you’re really interested in Wholesaling and you don’t have very much investors and end buyers in your market, maybe you would consider virtual wholesaling.
