Is it legal to discuss rents with another landlord who has units in the same area or subdivision?
I know that for competitors in a business environment (say automotive competitors), this is considered collusion and is illegal.
What is the situation with landlords and rent discussions?

You can discuss prices, you can fix prices. It may be hard to determine that you are only discussing and not fixing prices, but the illegal activity is when you fix the prices. Fixing prices can be done without discussing prices so make sure you don’t do the illegal activity.
unless you controll hundreds or even thousands of units, this is not price fixing, etc.
