judgement vs upset amount?

the sheriff sale list displays the judgment amount on homes that go to sale at the court house. i’ve sat in a few sessions and the upset amount doesn’t always reflect the judgment amount. i was under the impression the judgment is the lowest the home can sell for (what is owed). apparently this isn’t the case.

what determines the upset amount? and in what situations do these differ?
