It depends. Some states require certain licensing in order to rent storage space.
I would think that your local building department could tell you; whoever issues the certificate of occupancy. They usually know what is legal and what isn’t.
Also check with your insurance agent to make sure you are covered, or won’t lose your insurance.
Just a guess: you might have to install a sprinkler fire suppression system.
