I hope I am in the right place. I am looking to buy and sell forclosure home but i do not have teh money to get started. I am looking to write a proposal for investing but I am not sure how to get started, just looking for a point in the right direction. ???

Writing an investment proposal may not be necessary. You might want to try the hard money lender route. Or if you have decent credit (620 FICO) you may qualiy for a construction loan.
