Normally, the first Saturday in January/April/July/October.

I inspect (walk through) every unit every month when I pick up the rent. I tell the tenants that we do this before they sign the lease. It takes about 2 minutes per unit and makes a hugh difference in the damage that people do to the units.

you need to exercise some caution as some states (e.g. Calif) do not allow for inspections for inspections sake. However, it does not take a lot of imagination like what Keith proposed to have a reason to enter the unit on a regular basis to conduct maintenance.
…and our tenants know up-front that the first Saturday of the quarter is “A/C Filter Day”…we also call a couple of days ahead and remind them.
