My neighbor is not paying his mortgage and thinking of doing a short sale…he is in the process of moving out right now…I am thinking of approaching his bank and offering all cash to buy the property before an agent lists it and gets market value.

Yes…don’t ever be hasty not matter how good the idea may seem at the time. Remember that there are always good deals on the market but you will never know that unless you do your homework. Besides there may already be an agent involved.
