Getting estoppel for short sale

Bank approved the offer price on a short sale package I submitted, but not the closing costs, most of which was past due condo fees. Told me to get the costs reduced. Offer fell through, but I would still like to try to get a settlement on the past due fees. I may have another offer coming in.

Problem is, the mgmt company wants $200 to give me an estoppel so I can try to negotiate with someone. Do I need this in order to contact someone and open negotiations? And how can I get one without coming up with the $200?

This is a Florida property (condo).
