Foreclosure Law

Who knows where one can find out what the current laws are on purchasing foreclosures in Washington state? I remember that the seller needs to have some form of representation when selling (Attorney,Broker,RE Agent) if not then the buyer is at risk of being sued or fined by the feds or seller.
Is it WA STATE BAR?

It is called a short sale addendum ask the Listing agent if the seller signed one. And if there is not a Realtor involved have them sign one yourself.
