FL rehabbers, I need your help!

I have a property that I am going to be rehabbing to sell. If I pull homeowner permits I can’t sell the house for 1 year after construction is done, and that doesn’t work for me. If I hire a construction company it is going to cost me a lot more money. Is there anyway around this? What do you do when “flipping” a house?
