What would be the best way to get an accurate estimate for repairs. Do I hire an inspector?

Who is going to do the work?
Are you going to do it? If so, then write down what is needed and go to Home Depot/Lowes and price it out.
Are you going to hire a general contractor? If so, then call a GC for an estimate on a house that needs lots of work. Walk through together, take good notes and get something in writing to use as a guide.
Are you going to be the general contractor? If so, then call a bunch of subs for estimates like above.
If you are in an area that will require city or county inspections, then the city/county inspectors will often meet you at a property and tell you exactly what needs to be done to pass code.

yeah, your question is somewhat vague…
are you looking for an estimate on how much to have someone come in and paint and clean, or do you need to tear down to the studs and start from scratch.
the result, however, is kinda the same - you have multiple bidders come and bid. you tell them exactly what you want done… that should give you a range.
if you’re saying you don’t know what needs to be done and you want someone to tell you what needs to be done and how much it would cost to do it, there are people who will do that, too. you just need to find them. i suggest asking around drumroll your local REI club.
