Should you try to sale a house to an End Buyer after a Pre-Foreclosure
Owner has agreed to sale you their property, or should you wait until your
Short Sale offer is accepted by the lender?

Yes sell to the end buyer. Qualify the end buyer. That is your exit strategy.Lender has to accept the offer. Before you talk to them you should have a contract with the owner to do so.
