Craigslist.org is available up in Toronto. I just looked it up. If it’s like the “States”, it should be free there too. You don’t get any more cost effective than ads that are free.
I would have to agree with DemosL. Just do a search for Canadian classified services, look at the top results and see how busy they are. Chances are most classified services will ask for a fee, but I would recommend to try them out and then track your results to see if they are good lead-generating resources.
