Do you have to wait for the tax sale to purchase property with a lien on it?

If there is anyone familar with tax sales, any advice would be helpful.

When you get a lists of properties on tax sales how do you approach the deals and where do you start?

Can you really get these properties free & clear for pennies on the dollar or is that just a hype?

Do you have to wait until it goes to the tax auction or sale?

Do you get a hold of the homeowners or the county with the lien?
