Deal i am working on, scam?

[b]i contacted one of the companies for an investment.
They are building a construction projection with water front properties. They will divide the subdivision and sell it to the investors. I will buy a lot for a certain price, then in a few months ( 6 months) I will be able to sell it back for 20K-30K profit to the builder so buyer can build a home.
They will provide appraisal of the land and everything ( I will be buying the land at 20-30% off appraisal price)

When I ask them, why don’t the contractors buy the land and resell them. She answered “They want all the investors to profit from the project”,

Whether or not you can start with $11,000 depends mostly on your credit. Take a look at this information and then email or call me back and I will go over some more things with you. I have some land deals that you can flip quickly with a down payment of around $10,000 to $15,000. They will produce a profit of around $30,000 to $40,000 in under 3 months. So that way you can double or triple your down payment funds and do a larger deal next time with bigger profits.

It’s hard to say if it is legit, but I always question someone who can make money, but decides to offer it to other investors. I mean, if they could put $10K down and triple it in 3 months, do you really think they wouldn’t do it themselves? It sounds like a scam to me. Just my opinion.
