Contracts for Lease Options

I’m interested in obtaining probuyer contracts for lease options for the State of Illinois, running into issues with attorneys who are not as seasoned in this area. Very interested in exercising the option within 12 months, properties have tenants-positive cash flow- good deal. Will someone recommend a site, store, etc.? - always within a budget, would like to get movin.
