I ve looked on the I R S website but cant find an answer, if there is a
straight forward answer. In georgia, at what rate are you taxed on a
capital gain.

The IRS doesn’t care about taxes in Georgia…
There are several Federal Capital Gains rates:
Short-term capital gains (<1 year): Whatever your nominal tax rate is
Long-term capital gains: (>1 year): 15%
