Canadian Wanting to Invest in US Tax Liens - Need Info

I’m a Canadian, living in Toronto wanting to invest in Tax Liens in the US. I have been researching Tax Liens, and Tax Lien Cirtificates for just over one month from first attending a conferenct.

How would I go about making my first investment in a Tax Lien?
What contacts do I need to establish? ie Real Estate Lawyer, Accountant, Land Appraisers…
Do I need to attend an auction?
Are rates of return monthly or annually?
