Just wanted to know if the I can sue the property manager for not sending the rents for 3 months and making $8k of property repairs without my consent?

Read your contract. Perhaps a breach of said contract relieving you of responsibility for unauthorized payments? Not a lawyer but just a thought.
I would just fire them and find another prop. mgr. What is your actually damages??? The fact is the repairs probably needed to be made and hold the rent did not cuase any real damages (except for lost interest).
You are likely to win a "breach of contract " suit, but you are likely to spend more money than youwill gain by “winning”
3 months ! How about 3 days and your fired. I’d put you out to pasture for letting it go for so long.
