How could I use this forum to build my buyers list without breaking the rules of the forum?

You can pay for advertising. Otherwise you are better off using LinkedIN, BiggerPockets, Facebook, real estate clubs, public records, etc.
i have never gotten a buyer from a forum. im not saying it can’t happen, but a better use of time is going to a local REI group meeting. there will be buyers there.
