I just spent a good day and a half meticulously detailing what areas of Naples, FL are wetlands and what are uplands and found out that it is still possible, actually very common, to build for profit in wetlands.
They most certainly do. You just need a permit from the Florida DEP and the U.S. Army Corps of Engineers.
You have to offset the wetlands you “destroy” by “creating” wetlands on another site, usually one owned by a bank or other large firm. This is called “mitigation.” This creates a zero loss of wetlands.
