Houses are residential. 4 Plexes are residential for the purposes of borrowing money, but may be commercial for the purposes of zoning, permits, etc. Here in Ohio, 1-3 unit buildings are residential, but the state building code considers a 4 unit (or more) to be commercial and that can require plans, commercially licensed contractors, etc.
I’m not sure what type of license you are referring to.

i was referring to…if i need a license to own and operate apartment/plex.
like if i owned a construction company, i would need a business license and tax id number and all that goodness.
Generally, states do not require a license to own rental properties. However, many municipalities have licensing/registration laws for rental property owners. You need know your state and local laws. A good way to do that is to join your local REIA.
