Apartment Building 70/30

Is it possible to get a 70% LTV 1st loan on a apartment building? If the seller is willing to carry a 30% LTV 2nd loan. 100% CLTV

The 1st loan IS NOT HARD MONEY.

Lets assume that all the numbers work and their is a small positive cash flow.

Lets also assume it’s a 8 unit building and is listed at $400,000

Anyone know or have a excellent commercial mortgage company that has a answer.
